Each year the contract value and UDA/UOA targets are set by your Commissioner (Sustainability Transformation Partnerships / Local Health Board).

Following the end of the financial year, actual activity performed is compared to the contracted activity. Each measure of activity is commissioned separately; therefore delivered activity is reconciled separately against each of their contracted targets.

Any under / over performance is managed as below.

UDA / UOA

Actual Activity Performed

Action

<96%

A financial clawback will be administered up to the value of 100% of the contracts activity target and the contract subject to a breach notice.

96% - 100%

Activity will be carried forward to be delivered in the next financial year.

100% - 102%

Any activity completed over the contracts activity target will be carried forward to the next financial year.

>102%

Any activity completed over 102% of the contracts activity target will not be carried forward to the next financial year.

>100% No carry forward will be applied to the contract for over-performance.
<100% A financial clawback will be administered up to the value of 100% of the contracts activity target.

Carry Forward

If your contract under-delivered at year end which resulted in a carry forward of activity, delivery of your contracted activity for your current year is not considered to commence until you have delivered activity brought forward from the previous year.

If you consider you carried forward activity to be incorrect contact nhsbsa.dentalservices@nhsbsa.nhs.uk for contracts in England.

Example: Contract target: 1000 UDA, carry forward: 100 UDA

If the practice had completed 300 UDA by mid-year; the first 100 would clear the carry forward and the remaining 200 would be counted towards the current year's activity target and would mean the practice would have achieved 20% of their contracted activity level.
