A new patient is defined as an individual who has received a Course of Treatment (CoT) from a performer, but prior to this they hadn't been treated by any NHS performer within the previous 24 months. This measure specifically excludes patients who are just moving between contracts or between Commissioners (Sustainability and Transformation Partnership / Local Health Boards) within a 24 month period.
