NHS Business Services Authority (NHSBSA) carry out checks on claims for free prescriptions. If our checks cannot confirm that you were entitled to collect a free NHS prescription, we send an enquiry letter asking if you were entitled. If we do not receive a response within 28 days, a Penalty Charge Notice (PCN) is sent.

If you have received an enquiry letter, or a PCN, and believe this has been sent in error you can challenge this online. Alternatively, contact our helpdesk with evidence that you were entitled to collect free prescriptions.

You can only make a challenge if you:

  • were entitled to free NHS prescriptions
  • think you have an exceptional reason not to pay, and can show that you did not act wrongfully or with any lack of care

Not knowing you had to pay or the pharmacy not checking evidence of your entitlement are not grounds for a challenge.
