NHS Business Services Authority (NHSBSA) carry out checks on claims for free NHS dental treatment. If our checks cannot confirm that you were entitled to claim free NHS dental treatment, we send an enquiry letter asking if you were entitled. If we do not receive a response within 28 days, a Penalty Charge Notice (PCN) is sent.

If you have received an enquiry letter, or a PCN, and believe this has been sent in error you can challenge this online. Alternatively, contact our helpdesk with evidence of your entitlement to free dental treatment.

You can only make a challenge if you:

  • were entitled to free or reduced-cost NHS dental treatment
  • think you have an exceptional reason not to pay, and can show that you did not act wrongfully or with any lack of care

Not knowing you had to pay or the practice not checking evidence of your entitlement are not grounds for a challenge.
