If an individual is genuinely unable to provide any forms of photographic personal identification, they should be asked to provide all of the following documentary evidence:
 

  • Two documents confirming their current residing address
     
  • Two forms of non-photographic personal identification
     
  • A passport-sized photograph of themselves: the photograph must be countersigned by a person of reputable authority.


All documentary evidence should:
 

  • Be issued by a trustworthy and reliable source
     
  • Ideally, be difficult to forge
     
  • If dated, be valid and current
     
  • Have required some form of identity check before being issued to the individual.
