If an individual is genuinely unable to provide any forms of photographic personal identification, they should be asked to provide all of the following documentary evidence:
- Two documents confirming their current residing address
- Two forms of non-photographic personal identification
- A passport-sized photograph of themselves: the photograph must be countersigned by a person of reputable authority.
All documentary evidence should:
- Be issued by a trustworthy and reliable source
- Ideally, be difficult to forge
- If dated, be valid and current
- Have required some form of identity check before being issued to the individual.
